Adds the v0.1.7 derived maintenance-status projection.

  • derives status from work definitions, completed activities, and effective meter readings
  • does not persist due-state rows
  • supports calendar, business-day, and meter rules
  • supports combination:any scheduling semantics
  • exposes inactive, unscheduled, baseline_required, upcoming, due, overdue, and unknown states
  • supports historical asOf evaluation
  • handles month-end and leap-day calendar arithmetic
  • exposes exact remaining days or canonical meter values
  • adds read-only desktop maintenance-status presentation
  • preserves Contributor read capability
  • qualifies behavior on Nextcloud 34 SQLite and PostgreSQL
